1) (Most probable)You share your speed with other people.
It's called aggregation here. IT means taht there is network junction with the speed you think you have, but there are more people connected to it. So, i fact you share it.
2) Your ISP can't handle so many connections from people and his backbone net is fu*** up. BH could maybe tell you more :)
as I am aware I think is the option 1. since, i tried some tricks in the internet to speed up P2P programs (that worked for a friend here, but he has a public internet account of 3Mb and pay like $200) so i try the same, but no results...
i thinks is because or the reason you said, I share it with more people so the bandwidth is limited ... !!!@ .@ :relieved:
