Hmmm, doesn't really look familiar...

A wild guess though: Hitman Blood Money? (I've played them a looooong time ago and I dont remember all the games and their levels and how the zooming in with the sniper rifle looked like)
I think there were soldiers in only the Russia missions and one in Afghanistan or something :/
