Whatever, they need to pass certain hurdles depending on the country it might be more easy or more difficult until they achive their goal, they simply can't ignore certain laws which are still intact.
There will be oppositions but fact is, the industry lobby is strong and I'm pretty sure the internet won't be free forever, sooner or later something like this so called e-parasite will cut freedom down in the web for all of us, once and for all.
True freedom is an illusion anyway.

That doesn't mean one should not oppose such directions on sight and get active against such a bill in progress, like protest and using all the democracy weapons one can use.
