welovehina cowboy bebop: action, drama, plot, and the single best soundtrack ever! gunslinger girl: although it sounds like an action packed anime, it really revolves around the relationships between the girls (who are 9-13) and their handlers.

hyper_shadow Outlaw Star is one of my favourite anime of all time. It has everything in it that you'd want. It's an oldie but a goodie :)

Meri Clannad + Clannad Afterstory (very sad, no action though) Rurouni Kenshin (sad moments and good action) Both have great storylines IMO
desertleo For me personally I really liked the R.O.D series and OVA. There's pretty much everything in there that you want, though not so much love as there is more sisterly bonds.

Quirk What about Darker than Black? It has action, some comedy, good story and some romance Spriggan has a lot of action but has some deep plots into how we humans do stuff and what we shouldn't have access to. Hope that helps
Boogiepop Honey and Clover, no action though But judging by what is in your list a drama like this might not do, so Baccano! maybe, much less drama, but MORE action and the plot is good
